The Caribbean Court of Justice has a long-standing commitment to innovation and digital transformation. Since its establishment in 2005, the Court has consistently embraced technology to improve access to justice, strengthen institutional efficiency, and support the delivery of its judicial mandate. Today, that commitment continues through the responsible adoption of Artificial Intelligence (AI), positioning the Court as a regional leader in both judicial innovation and digital transformation.

Leading the future of justice through responsible innovation
The Caribbean Court of Justice (CCJ) is at the forefront of exploring how Artificial Intelligence can enhance the administration of justice and improve organisational effectiveness. Recognising both the opportunities and responsibilities associated with emerging technologies, the Court has taken a thoughtful and structured approach to AI adoption, ensuring that innovation is guided by principles of fairness, accountability, transparency, security, and human oversight.
Our AI initiatives are designed to support, not replace, human expertise. Judges, legal professionals, and administrative staff remain at the centre of every decision-making process, while AI serves as a tool to improve efficiency, increase access to information, and reduce administrative burdens.
Governance
Establishing a framework for responsible AI
As one of the first judicial institutions in the region to formally address the use of Artificial Intelligence, the Court has put two complementary frameworks in place. Together, they ensure that innovation is implemented in a manner that upholds the integrity of the Court and preserves public confidence in the justice system.

AI Practice Direction
Practice Direction No. 1 of 2025 provides guidance on the appropriate use of AI within legal proceedings. It promotes transparency and accountability by establishing clear expectations regarding the use of AI-generated content and technology in matters before the Court.
The Court’s Artificial Intelligence Policy governs the internal use of AI technologies across the organisation. It establishes standards for responsible use, risk management, data protection, confidentiality, ethical considerations, and human oversight.

AI Projects
Transforming work through AI-powered solutions
The Court’s Information Systems Department has led the development and implementation of several pioneering AI solutions designed to support both judicial and administrative functions.
Legal research
Ask CCJ
An AI-powered legal research assistant developed to support the judgment-writing process. Drawing upon the Court’s body of jurisprudence, it helps users quickly identify and explore relevant past CCJ judgments, legal principles, and precedents.
Why it matters: by reducing the time required to locate and review case law, Ask CCJ lets legal professionals focus on legal analysis and decision-making, while judicial reasoning remains entirely under human control.
Staff guidance
CCJ Compass
An AI assistant that helps staff navigate the Court’s internal policies, procedures, regulations, and organisational guidance. Rather than searching through multiple documents, employees ask in natural language and quickly find relevant information and guidance on internal processes.
Why it matters: better access to institutional knowledge, consistent application of policies, and accurate, current information for every member of staff.
Project planning
Planistry
An AI-enabled project planning and management platform that assists users in generating project documentation, defining objectives, identifying risks, developing timelines, and creating structured project plans.
Why it matters: teams move from concept to execution more quickly, while maintaining strong project governance and oversight.
Building a culture of innovation
The Court views Artificial Intelligence not simply as a technology initiative, but as part of a broader strategy to strengthen institutional performance and enhance service delivery. Through continuous experimentation, governance, and staff engagement, the Court is creating an environment where innovation can thrive responsibly.
The Information Systems Department continues to evaluate emerging technologies and identify opportunities where AI can provide meaningful value to judges, staff, court users, and the wider Caribbean community. Each initiative is assessed with careful consideration of ethical, legal, operational, and security implications to ensure that technological advancement remains aligned with the Court’s core values.
